Attorney General Hon. Dorcas A. Oduor has officially launched the Multi-Sectoral Committee on Legislative Reform and Alignment, a new initiative aimed at reviewing and updating Kenya’s laws to ensure they fully comply with the Constitution of Kenya, 2010.
Speaking during the launch at the Attorney General’s Chambers in Nairobi on Wednesday, Oduor said the committee was established to address long-standing inconsistencies in the country’s legal framework, where several laws declared unconstitutional by the courts remain on the statute books due to the lack of legislative action.
She noted that while court rulings invalidate unconstitutional provisions, Parliament and the Executive remain responsible for amending or repealing the affected laws. According to the Attorney General, the failure to align legislation has created legal uncertainty, delayed government implementation, increased constitutional disputes, and affected efficient service delivery.
Oduor said the committee will undertake a comprehensive review of laws and subsidiary legislation that have been declared unconstitutional, identify obsolete and redundant statutes for repeal, bridge legislative and policy gaps, and recommend amendments, consolidations, or new laws to align Kenya’s legal framework with the Constitution and modern governance standards.
The Kenya Law Reform Commission (KLRC) will chair the committee, while the Secretariat will be jointly managed by the Office of the Attorney General and the KLRC.
The Attorney General challenged committee members to apply their expertise in constitutional law, legislative drafting, public administration, and human rights to safeguard the integrity of Kenya’s legal system. She also called on the media to support the process by keeping the public informed of the committee’s progress.
Oduor emphasized that a modern and harmonized legal framework is essential for strengthening the rule of law, reducing unnecessary litigation, protecting public resources, and creating a stable environment for economic growth and social justice.
She officially declared the Multi-Sectoral Committee on Legislative Reform and Alignment inaugurated, with its inaugural meeting commencing immediately after the launch
